The “Decisions of a Number of Significant Issues of CPC Central Committee on Strengthening and Improving Party Construction under New Situation” passed by the 4th Plenary Session of 17th Congress of the Party points out that the Party will “persist in and perfect democratic centralism, develop intra-Party democracy actively; ensure the subject position and democratic rights of Party members; focus on implementing the rights of being informed, participating, voting and supervising of Party members, further improve the participation degree of Party members in intra-Party affairs, exert the subject function of Party members in intra-Party activities; promote the openness of Party affairs, perfect the notification system of intra-Party affairs, publicize intra-Party information timely, and smooth the channels of intra-Party information exchange between superior and inferior organizations.” To implement and fulfill these spirits, the fundamental principles of intra-Party democracy are needed to be understood and comprehended profoundly, which includes principles of equality, majority rule and protecting minority, openness and free discussion, election, democratic centralism, and supervision and discipline.

Liaoning is a leading province in both agricultural production and export trade of agricultural products in China. Through the analysis of the present situation of the development of the export trade of agricultural products from the perspectives of overall scale of agricultural product export, the rate of growth of export, and the overall structure, judgement and induction are made concerning the main problems existed in the export trade. Correspondingly strategic measures are proposed to promote the development of export trade of agricultural products in Liaoning Province so as to enhance the international competitiveness of agricultural product export.

The study is made to the problems and countermeasures of the export trade of agricultural products of Liaoning Province. Through the analysis of the current situation, the main problems of agricultural product export are summarized, such as the lower addedvalue of agricultural products, the increasingly stricter trade barriers to agricultural products, the lower safety of quality of agricultural products, the weaker competitiveness of agricultural products, and the stronger concentration of export markets of agricultural products. Countermeasures are proposed such as optimizing the commodity structure of agricultural products, promoting the standardization of agriculture, developing the organic agricultural products, strengthening the construction of export production bases, exploring diversified export markets, and reinforcing the service function to the export trade of agricultural products, so as to enlarge the export scale of agricultural products of Liaoning Province.

Through classification and analysis of the relevant annual statistical trade data of Liaoning Province in the Statistical Almanacs since the beginning of reform and open policy, the 30year development history of international trade in Liaoning Province is reviewed from such aspects as the scales of import and export, types of trading, trade partners, commodity structures and so on, which finds out that the international trade in Liaoning Province has experienced three stages roughly. Based on the above analysis, the experienceand lessons of the international trade development in Liaoning Province are summarized, and the forecast of the developing prospects is made. It projects that the international competitiveness of the enterprises in Liaoning Province will be improved, the export scale of heavy industry products will further expand and lead the development of whole international trade, and the implementation of “Five Points and One Belt” strategy will expand the opening to the outside world and impel the benevolent development of international trade in Liaoning Province.

In order to find a reasonable developing model of foreign economy in Liaoning Province, some study is done from the relationship between import and growth of economy. It uses optimal recursive data processing algorithm to analyze the correlation between import and economic growth based on the data from 1985 to 2007. It shows that the import boosts the growth of economy, but the effect decreases as the time passes by. Liaoning Province should use the positive effect of the import so as to revitalize the old industry base.

With the deepening of economic globalization and trade and investment liberalization, foreign direct investment (FDI) has played increasingly important role in the national economy. This paper analyzes the effects of FDI on the industrial structures in Dalian Economic technological Development Area (DEDA). The general situation of utilizing FDI in DEDA is summarized, and the current situation and existing problems are discussed concerning the industrial structures. The influence of FDI on the industrial structures is researched, and some suggestions and countermeasures of utilizing FDI to develope industrial structures are proposed for the Area.

According to the construction of “Five Points, One Belt” raising on the 10?th party congress in Liaoning, the impact and development of service trade of Liaoning are studied. Analysis is made of the presentstatus and existing problems of trade in services and the impact of implementing “Five Points, One Belt” strategy on development of service trade in the Province. Some strategies for service trade development are suggested to be taken when implementing the “Five Points, One Belt” strategy, namely, sticking to integrating the critical development and comprehensive improvement, utilizing the advantages of coastal economic zone of foreign trade and expanding service trade exports; encouraging more enterprises to participate in the services outsourcing; using the advantages of concentrating talents of coastal economic zone to provide intellectual resources for service trade development; fostering and developing service sector intermediary organizations and improving industry selfregulatory mechanism to achieve the development of competing and cooperating service trade.

The competitiveness is researched of foreign trade of the mechanical and electrical products of Liaoning Province. The ownership, trade mode, and commodity structures are analyzed dynamically and systematically in terms of TC index based on the data of Liaoning Province from 2004 to 2007. The result shows that the competitiveness of foreign trade is increasing, and that the competition advantage originates from foreignfunded enterprises, processing trade products and laborintensive goods. It also eveals several problems that there is a lack of stamina for growth, and there is disproportion in ownership and commodity structures.

In order to better attract foreign investment and make a new breakthrough to accelerate the better and faster development of economy and society in Liaoning Province, this paper analyses the status of the investment promotion work all over the Province, and points out the existing problems combining with author's many year working experience. Opinions and suggestions are projected, such as improving and innovating ways of foreign investment promotion efforts; studying regional industrial layout and state policies; surveying the situations in the target countries and regions; transforming the role of the government to strengthen service consciousness; changing the working status of local governments; and training work teams with perfect skills.

The automobile industry in China has developed rapidly, but there are still a lot of problems that need to be addressed, such as the foreignrelied technology, lack of independent innovation, and so on. Combining with the three technological leadership transfers of world automobile industry, this paper analyzes the relationship between technology innovation and technology evolution curve. The development strategy of Chinese automobile industry should focus on the development of small and mediumsized cars in order to accumulate the capability of independent innovation and to foster the independent innovation system and its operating mechanism. Chinese automobile industry should also adopt the strategy on breakthrough innovation in lowend and new market to form technological path with Chinese characteristics. Critical path selection can be summarized that to improve the capacity of selfstudy in international cooperation, and then to hammer out Chinaowned brand cars through the implementation of technology, brand, talent, and product strategies.

The technology transfer of multinational corporations has been attracting increasing attention in recent years. Knowing the phenomenon and rules of technology transfer to developing host countries so that some adaptive strategies can be adopted by the host country to help local firms in technology development are of practical guiding significance and realistic value for the catchingup economy of China. This article reviews the evolution on behavioral theory of multinational corporations and employs a model analysis. Based on that, it is found that the degree of technology transfer from FDI of multinational corporations correlates closely with the technology capability and technology level of the host country. Especially from the cost analysis in the process of FDI toward host country which accompanies technology transfer, it is also found that if technology has advantage or not is due to its adaptability, namely, the willingness to take cost and output into account while entering host country. Hence, the international production technology cooperation considering cost is the key to promote effective technology transfer of China in the future.

Common values of humanity are the key to the creation and survival of international society. Traditional international common values are reflected in the concept of “universal values” formed in the historical process of the expansion of Western capitalist countries, embedded with the value imprint of Western utilitarianism and the supremacy of individual rights. The world today is experiencing a century of unprecedented changes, the change of international order provides an important opportunity and realistic drive for the transformation of common values of humanity. Specifically, on the one hand, the change of international order has promoted the evolution of the existing international interest pattern and changed the material basis of value bearing; on the other hand, it has also reconstructed the existing international responsibility system, established a more extensive and time-sensitive international responsibility structure, and provided a new ethical standard for the final establishment of common human values. On the whole, common values of humanity fit the global context, reflect the Chinese wisdom and Chinese solutions to the common challenges faced by mankind, and represent the moral direction and value pursuit of human social development.

The equipment manufacturing industry plays an important strategic role in the development of the national economy and regional economy. Based on the analysis of the advantages and drawbacks of equipment manufacturing industry in Liaoning Province, the strategic positioning for its development is defined, which is upgrading and coordinating. The upgrading approaches of equipment manufacturing industry in Liaoning Province are pointed out from the aspects of technology and product, manufacturing system and enterprise, equipment manufacturing base, elevation of industrial chain, and development potential, etc. The solutions of coordinated development of equipment manufacturing industry are proposed in terms of producer services, resource and environment, and management system and policy support, etc.

Based the exploration of the effects of foreign direct investment (FDI) on industry clusters, hypotheses are made that concentration effects from FDI lie in the concentration of factor inputs and improvementof total factor productivity. CobbDouglas production function is used as a base to build an econometric model, with which the impacts of FDI on the industry cluster and economic growth are analyzed through the concentration effect of capital and labor, effect of industry structure upgrade and technology spillover, and effect of regional innovation networks.

The construction of science and technology innovation system is a process of relocating innovation resource and establishing new operation rules. Under the impact of financial crisis, this process is changing and forms a new innovation system in a specific condition under the effect of the change of economic environment. This paper researches the background of financial crisis and the implementation process of the 10 Industrial Adjustment and Revitalization Plans, and tries to reconstruct a relatively perfect structureoriented science and technology innovation system fit for the current situation in China by recombining and interacting the multi elements in the innovation system under the background of financial crisis. Suggestions and countermeasures are finally proposed to the construction of it.

The overall chain of thoughts of the development of national economy and society has strategic significance in that it plays a guiding role in the planning of regional development. On the basis of analyzing the achievements and problems in the economic and social development during the 11th Five-year Plan period in Liaoning Province, the gaps are identified compared with other coastal developed provinces. Through the analysis of the features of resources distribution and the capacity of supporting industry development, the industrialization development stage and the level of new type industrialization, the strengths and weaknesses in the development of Liaoning Province and opportunities and challenges outside Liaoning province, the positioning of economic and social development, the guiding ideas and basic principles are proposed for the period of 12th Five-year Plan, the major strategic tasks and main objectives are pointed out for the economic and social development, the main critical tasks are identified, and the appropriate countermeasures are suggested.

Through the comprehensive comparison of the development performance of equipment manufacturing industry in 2003 and 2007 of Liaoning Province by applying principal component analysis, it is found that the competitive strength of scale of economy of various types of equipment manufacturing industry in Liaoning Province has been increasing, the total assets, profits, and export delivery value, etc. have continued to maintain a significant competitive advantage, but the overall economic performance of various industries has a substantial decline. Therefore, the key of the development of equipment manufacturing industry is to seek and implement effective strategic measures so as to improve economic efficiency and industrial operating performance. Liaoning Province should focus on the development of special equipment manufacturing industry and transportation equipment manufacturing industry to take advantage of the competitive strength of scale of economy of the two industries adequately.

The “Five Points and One Belt” strategy is a great strategic measure taken by Liaoning Province to quickly revitalize the northeast old industrial base of China under the background of economic globalization. The successful carrying out of the strategy needs systematic formulation and implementation of policy portfolios based on the in depth analysis on the economic globalization process and its new trends. Through on spot investigations and literature review, the paper reveals the new characteristics of international trade and investment under economic globalization, and upon which the paper puts forward systematic strategic measures from the perspective of optimizing FDI attraction quality, facilitating regional economic cooperation, promoting industrial clustering development, and enhance environment protection.

The scale of foreign direct investment (FDI) in Liaoning Province has been increasingly expanding. The large scale of FDI has not only intensified the pressure of macro economy, but also put great stress on the supply of limited resources and energies day by day. It is high time that the structure of FDI be adjusted. Because differentlevel FDI has different social and environmental requirements, it is possible to induce FDI to industries that conform to the industrial policy through the adjustment of labour standards, which has practical significance to guide the direction of FDI flow in Liaoning. This article reviews the achievements of absorbing FDI in recent years, and points out the industrial selection of FDI in Liaoning Province. Then it reveals the relationship between the situation of FDI and labour standards by analyzing the influences of the improvement of labour standards on the cost of foreign enterprises. The structure of FDI may be well arranged from the adjustment of labour standards, and corresponding countermeasures are proposed.

Based on the analysis of the status, characteristics and problems of utilizing foreign investment in Liaoning Province, the impact of foreign capital on economic growth and industrial structure are studied with the relevant data from 1989 to 2005. The results show that foreign direct investment (FDI) has a highly positivecorrelation with the GDP and total imports and exports in Liaoning Province, which means that the utilization of foreign capital has a strong pulling effect to the economy; and there is indeed a technology spillover effect of FDI in the industrial sector, namely, 1% increase of the introduction of foreigncapital will bring about 2.75% increase of industrial output. Finally, policy proposals are proposed of utilizing FDI to revitalize the old industrial bases of Liaoning Province.

中国马克思主义民族特色是中国特色社会主义理论的本质所在。不断赋予当代中国马克思主义的鲜明民族特色就是要形成鲜明的中国特色社会主义理论。从马克思主义中国化的成就看，民族特色首先要重点建设特色社会主义理论的民族内容，要突出对马克思主义理论的民族性解读，要把民族精神融入当代中国马克思主义理论，使之成为民族特色的核心。所以，重视民族内容建设、民族认识方法和民族核心价值建设是构建当代中国马克思主义鲜明民族特色的主要途径。

With the deepening of globalization in industries, multinational merger and acquisition have been an important way in the course of foreign capital utilization in China. Chinese enterprises have improved their manufacture technologies and management through the exchange of multinational merger and acquisition. Based on the analysis of the motivations of multinational merger and acquisition and its development status in China, this article suggests that multinational merger and acquisition should receive recognition in the course of foreign capital utilization in Liaoning Province. Multinational merger and acquisition will facilitate the restructuring of state owned capital in the micro economic fields, while help the growth of high tech industries, the adjustment of industry structure, and the perfection of laws on foreign capital utilization from the macro economic perspective.

To find the difficulties in the progress of development and competitive strengths of development zones in Shenyang, the basic situations are summarized to the Statelevel and Province level development zones, 12 development zones are evaluated concerning their competitive strenths through field research and questionnaires concerning the investment environment and labor market. Proposals are projected such as the comprehensive enhancement of the competitive strengths of the development zones, the transformation of extensive development to intensive development of the space expansions, the transition of single productive function to multiple extensive urban functions, and the formation of the cores of local economic integration, so as to solve the problems facing the development zones.

In the context of revitalizing the Northeast Old Industrial Bases, the layout and structure of manufacturing industry in the three northeast provinces have undergone significant changes. In order to accurately describe the status quo of manufacturing industry in the three provinces and to make proper planning for the future development, the models of the Spatial Gini Coefficient, the Location Quotient, and the Industrial Geographic Concentration are applied, and statistics are calculated according to relevant data, such as the number of manufacturing employees in different sectors and regions in the three provinces. Through the data interpretation, the status quo and characteristics of geographical concentration in the three northeast provinces are analyzed in detail, and the developing countermeasures are proposed accordingly.

The economic and trade cooperation between the border area of Liaoning Province and DPRK is not only the important part of the general openup strategy of the Province, but also a concern to the national interest. The basis and advantages are analyzed of the economic and trade cooperation between Liaoning Province and DPRK, focus is placed on studying the current situation and existing problems. Some countermeasures and suggestions are given including strengthening trade administration, building up the infomation platform of bilateral trade, and multilevel economic and trade cooperation in various ways and so on.

In order to promote better development of the service industry in Liaoning province, and increase the power of service industry so as to accelerate the development of national economy, this thesis starts with current problems existed in the service industry of Liaoning Province, makes overall analysis on it through large quantity of data and charts, puts forward a gradient industrial developing mode suitable for the service industry development in Liaoning Province, and brings up the positioning of service industry development for each city. All of them lay the foundation for the research of service trade innovation in Liaoning Province.

The status quo of the development of industrial economy in Liaoning Province is analyzed according to industrial competition theory. The reasons of some structural problems are analyzed，namely，the low profit rate，the weak internal cooperation ability of industry，the incompatibility between industrial development and the extrusion of private investment. It is believed that the resource pushing development mode oriented by the government and the similarity and path dependence of governmental indusrial layout are the main reasons of structural disequilibrium. Suggestions are brought forward for the government to constitute the development layout of industrial economy during the 12th Five-Year Plan in Liaoning Province，namely，to consider benefit indicators，to mark out priority industries according to the industrial development cycle，the factors and the demands etc.，and to dispose the relationship between pillar industry，supporting industry and relevant industry properly.

To become equipment manufacturing industry base with international competitiveness, Liaoning Province depends on not only independent innovation, but also reinforcement of technology importing and increase of technology spillover effects of FDI. The study of spillover effect of FDI in Liaoning Province is carried to measure the performance of FDI, and find the problems. Proposals are made to provide theory base for the adjustment of FDI utilization policy. The results show that FDI does have technical spillover effects in manufacturing industry, but some problems exist which need proper measures to resolve.

The countermeasures to revitalize the old industrial base of Liaoning Province are researched from the perspective of utilizing foreign capital. Measures must be taken in the investment environment, the models of foreign capital utilization and the origins of foreign capital, etc. Investment environment should be enhanced continuously; direction and emphasis of utilizing foreign capital should be grasped; the models of utilizing foreign capital should be diversified; the origin structure of foreign capital should be streamlined; human resource should be reserved and improved; and foreign capital should be attracted through the cultivation and development of industry clusters.
